MAX Light Rail Red Line has easy access to Portland International Airport and stops 1 block from Hilton Portland Downtown Hotel. The trip to/from downtown Portland takes about 38 minutes and costs $2.50 for Adults 18–64.
Blue Star Transportation costs $14 per person one way, or $24 per person round trip.
Cab fares cost approx. $35 to/from Portland International Airport.

The 2019 Central/Western Regional conference theme is "Spirit of the Wild West" and the program will cover a number of current topics that regulators and industry are dealing with right now. Our goal is to bring you some new faces on our panels and a good balance of industry and regulator perspectives. We are excited to present an exclusive "Craft Oregon" panel which will feature representatives from Oregon’s distilled spirits, beer, wine, and cider!
Some of the featured panel presentations will include one of the first NCSLA reviews of the US Supreme Court decision in the Tennessee Wine & Spirits Retailers Association vs. Blair case. Another panel will tackle the complex issue of sponsorship agreements and their implications for regulation. We'll look at the issue of alcohol delivery and third party vendors. In a separate panel, we will take a deeper dive into the specific application of technology by third party alcohol marketers and vendors.
It's Oregon and a Western conference would be incomplete without a cannabis panel! Another panel will examine the Wild West of CBD marketing as we await federal rulemaking and guidance. And other exciting and compelling hot topic panels! Stay tuned for the entire business agenda and list of experts serving as presenters.
Social Activities
Of course we will be engaging in the usual and customary activities that are bell weathered traditions of the NCSLA, Sunday night will be the conference reception. The hospitality of an exclusive roof top suite each night is a great opportunity for networking. In a culmination of our activities, we will hold a seminal President’s Banquet across the street at the upscale Duniway Hotel and Restaurant.
We are still pulling together some informal tours so watch for future information about craft products tastings, walking tours of Oregon’s distillery row and perhaps a walking tour/education event around cannabis retail stores. For those folks interested in a more extensive stay in the West, TravelOregon.com is an excellent source of information for planning your extended stay.
Registration Information
Early conference registration ends Thursday August 15th so don't delay! The registration fee increases $50.00 after August 15, 2019.
You have the option of paying by credit card or check. The registration fees are outlined below.
Registration Fees:
- State Member = $500 ($550 after August 15, 2019)
- State Member (NCSLA Travel Subsidy Program) = Fee Waived
- Government Associate Member = $550 ($600 after August 15, 2019)
- Associate Member = $700 ($750 after August 15, 2019)
- Invitee of NCSLA President or Conference Host = $700 ($750 after August 15, 2019)
- Non-member Associate (one time dues waiver) = $900 ($950 after Aug. 15, 2019)
- NCSLA Past President = Fee waived (NCSLA Bylaws Article I, Section 5B)
- NCSLA Past President Spouse = Fee waived (NCSLA Bylaws Article I, Section 5B)
- Spouse/Guest = $350 ($400 after August 15, 2019)
- Spouse/Guest (Tuesday President’s Banquet Only) = $150 ($200 after August 15, 2019)

ATTIRE: Attire for all scheduled business functions is business casual with the exception of the Banquet which is semi-formal. The average high/low temperatures in Portland are 77° / 55° F so be sure to pack for warm days and a little cooler in the evening!
SPECIAL NEEDS: Individuals with disabilities or special dietary requirements who need special accommodations should email Laura Paul at laura.paul@oregon.gov to make arrangements. Requests should be made no later than Tuesday, September 3, 2019 to allow sufficient time for us to meet your needs.
EXHIBITOR INFORMATION: the cost of one (1) 6 ft. or 8 ft. skirted table for two (2) consecutive conference days is $400 per table. If you would like to purchase exhibit space please complete the Exhibitor section on the registration form. Exhibitor is responsible for making arrangements with the hotel. Please complete the Exhibitor Services Form and send to Micah Gaeta with PSAV at the Hilton Portland Downtown to coordinate, and assist you with internet access or electrical needs (e.g. cords, power strips, etc.) and arrange for direct billing.
